An order will display a "Order Locked" message on the order details view when the order can no longer be modified, including cancelled, refunded or voided. This is due to logic that is applied to to orders related to an event that is more than 5 days in the past.
For example, if your event was on 12/1, you would be able to modify and cancel orders up until midnight of 12/5. After that, the "Locked Order" message will appear.
If you need to process a refund, you will need to issue a refund using alternative means, such as sending a check directly to the guest in the amount of the refund.
